Just thought I'd add that we have had this issue on 3 machines on our environment. In all cases the common factors are 8.5.2 FP3 on windows 7 64bit on HP hardware.
On one of these machines today, I have uninstalled HP Protect Tools and this has fixed the issue. Consistent with the findings from the first response to this post. Weird.
